Small Business Assistance Grants

Pittsylvania County - VA recently issued the following announcement.

Small businesses in Pittsylvania County, including those located in the Towns of Chatham, Gretna, and Hurt, are eligible to apply for small business assistance grants. As many as 20 Pittsylvania County businesses will receive up to $15,000 to help with rent and mortgage payments, the purchase of personal protection equipment, and retooling to allow for social distancing.

Available on a reimbursable basis, these funds can be used to cover relevant costs that have been incurred since the beginning of the pandemic as well as future costs. While companies from any industry are welcome to apply, those in the tourism, retail, restaurant, and personal services sectors will score higher on the application.

Businesses that are interested in applying must: 

  • Be locally or regionally owned 
  • Employ 20 or fewer people
  • Have been impacted by COVID-19 AND not received federal CARES Act assistance for the same purpose as applying for.
  • Have been opened before March 12, 2020.
The grants will be dispersed and the program will be closed out by Sept. 1, 2021. Applicants will be selected for the grants based on a scoring system developed in concurrence with the Virginia Department of Housing and Community Development. Applicants will be scored on several criteria: 

  • Demonstrated need
  • Minority-owned business
  • Woman-owned business
  • Small, local business
  • Has been impacted by COVID-19 
  • The funds will help the business with sustainability 
How Can the Funds be Used? 

Each business will be eligible to receive up to $15,000 that can be used for three broad categories: (1) rental and mortgage assistance, (2) personal protection equipment, and (3) retooling to allow for social distancing and a more sustainable response to COVID-19. For rental and mortgage assistance, the grants can only be used to cover principal and interest payments, but not taxes or insurance. Some of the approved retooling uses include nonconstruction space and technology upgrades, sanitization, and job training, classes, and technical assistance. 

While these grants can be used for rent and mortgage assistance and in a number of creative ways to improve a business' response to COVID-19, they CAN'T be used for the following:

  • Utilities
  • Payroll costs
  • Relief from employer and payroll taxes
  • Costs of daily business operations
  • Regular maintenance of the facility or equipment
  • Refinancing of existing debts
  • Activities not deemed to be in response to COVID-19 impacts
  • Taxes and insurance as part of a mortgage payment (only interest and principal are eligible) 
  • Marketing and advertising costs
