Three New Board Members Sworn in, County Administrator Terminated

Meeting 10

County of Pittsylvania issued the following announcement on Jan. 7

During the Board’s reorganizational meeting on January 4, three new Board members were sworn into office, a new Chairman and ViceChairman were appointed, and the Board voted to terminate the employment of County Administrator David Smitherman, who had served in that capacity since 2016.

“The campaign of the three new Supervisors was basically a referendum on David Smitherman and the operation of this County,” said Vic Ingram, who was appointed as the new Chairman of the Board of Supervisors. "What we did in terminating Mr. Smitherman was based on the requests and demands of the people.”

The termination, which was made through a resolution, was effective immediately.

Former Pittsylvania County Administrator Clarence Monday, who served in that position for multiple years before retiring in 2016, is slated to step in as the Interim County Manager beginning in February. Until then, Assistant County Administrator Dave Arnold will serve as the defacto County Administrator. The exact process for hiring the next Administrator is still being determined, but a national and comprhensive search will be conducted.

As the overseer of all day-to-day operations, the County Administrator is directly hired and employed by the Board of Supervisors and is employed on an at-will basis.

After winning November elections, Darrell Dalton (Callands-Gretna), Tim Chesher (Dan River), and Jesse Barksdale (Banister) were each sworn into  their new positions immediately before the meeting. The Board also appointed Ingram as chairman and Barksdale as vice-chairman.
